URGENT READ: The Law of I will re-instate the Sheriff’s Volunteer Posse to assist the Sheriff’s Department. I will look to have 1,000 Posse Members. Every able-bodied man and woman will be eligible to be a member of Sheriff’s Volunteer Posse, and will be required to be armed at all times to assist in keeping the peace and law enforcement duties. All members of the Sheriff’s Volunteer Posse will be deputized to allow them to protect their families, their properties and their neighbor’s life and property. Warning to all Citizens! This Sheriff’s Volunteer Posse will not be a vigilante group bent on pistol-whipping people into submission or for people seeking revenge on someone. Before any volunteer becomes a member of the Sheriff’s Volunteer Posse, each member must attend eight hours of training in the Sheriff’s Volunteer Posse Mini-Academy. On a weekly cycle basis, my deputies and I will conduct weekly two hour classes wherein the topics taught will include, but not be limited to: Constitutional Law, specifically the Bill of Rights; Statutory Law; the Common Law Doctrine of Citizen’s Arrest, including the issuing of Arrest Warrants by Citizens; and the study of Appeals Court cases and Supreme Court cases dealing with Citizen’s Arrest. Further classes will be developed and added as needed. Volunteer and professional presenters will be actively sought to teach the Mini-Academy, and assist in teaching other classes as needed. Each volunteer will make a personal commitment to uphold the Law of the Land; respect, and protect Citizen’s Rights, and assist the Sheriff’s Department in making arrests when necessary. Men and women of exceptional moral character will be recruited. Each and every volunteer will take the same Oath of Office that I as Sheriff of San Miguel County take. There will be no room for personal vendettas, teaching of lessons or revenges by Posse members. Each and every Posse member will be held accountable for his/her own actions as Citizens of San Miguel County. If any Posse member disavows his Oath of Office and violates the Rights of any Citizen of San Miguel County, the Posse member will face charges the same as any Citizen committing a crime. Members of the Sheriff’s Volunteer Posse will have the opportunity to interface with members of the New Mexico Sheriff’s Association and with members of the National Sheriff’s Association by attending the state-wide and nation-wide conferences. My plan is to have 1,000 members in the Sheriff''s Volunteer Posse with full arrest powers, across the entire county. I plan to deputize the Volunteer Fire Departments in the county.
